Standard being reported: Section 6: Web Content Accessibility Guidelines and Subsection Eight: Ensure direct accessibility of embedded user interfaces.

Just as it is important for Web sites to be accessible to as many people as possible, embedded user interfaces should be accessible and compatible with assistive technologies as well. If an embedded user interface requires user interaction that cannot be duplicated in an alternative format (ie text), the applet should be directly available. Developers should also include a way to freeze motion in embedded interfaces, to help prevent against seizures and whatnot. This standard must be implemented if the functionality of the embedded user interface is important and not presented elsewhere. There are guidelines about the accessibility of user agents--which can be found here.
This guideline can be implemented by web developers so long as they keep in mind accessibility when designing content or applets for a Web page. Basically, if a developer is able to be in compliance with the rules for sites, he or she should be able to apply those rules to the design of other things. If audio is part of the applet or other content, for instance, there must be closed captioning for those who cannot hear. The ability to turn motion off should be able to help those who suffer from motion-induced seizures. Care must be taken in designing dynamic content through other means.
